Если открыть любой англо-русский словарь и посмотреть слово label, то основным значением будет «бирка, этикетка, ярлык». То же и в английских толковых словарях. Например, dictionary.com дает такие определения:
Обратите внимание, что здесь в первом значении даже приведен пример с лекарственным препаратом. Так что не удивительно, что переводчики по умолчанию переводят label и labeling в отношении лекарственных средств и медицинских изделий как «маркировка» и часто не знают о другом значении этих терминов именно в этом контексте.

Расширенное толкование label / labeling / labelling
В 21 Code of Federal Regulations США даются следующие определения:
(a) Labeling includes all written, printed, or graphic matter accompanying an article at any time while such article is in interstate commerce or held for sale after shipment or delivery in interstate commerce.
(b) Label means any display of written, printed, or graphic matter on the immediate container of any article, or any such matter affixed to any consumer commodity or affixed to or appearing upon a package containing any consumer commodity.
Оба термина в 21 CFR применимы и к лекарственным средствам, и к медицинским изделиям.
Если набрать в Гугле drug label (с кавычками), то сразу понятно, что речь об информации о препарате в целом, а не только об этикетке. Например:

И вот несколько примеров из реальных текстов, когда из контекста не всегда очевидно, что речь об инструкции по применению или инструкции по эксплуатации:

В последнем примере labeled use означает применение в соответствии с зарегистрированными показаниями (= указанными в инструкции по медицинскому применению).

И еще одно значение: заявленное количество действующего вещества (дословно — указанное в маркировке или в инструкции). Например:

Кстати, в последнем примере USP — это название организации, издающей фармакопею, а не сама фармакопея.
